At the most basic level you need to create some HTML 'code' and save that in a file with either a '.HTM' or '.HTML' file extension. Internet Explorer, Firefox etc. can then open this and display it I'm figuring that you'll be wanting a little more than just a description of what you need do in terms of files though.
