In a damning report, Local Government Ombudsman Anne Seex hit the department with four charges of maladministration over its treatment of an autistic teenager and his carer. "I am concerned the serious failings I have identified in this case may not represent an isolated example of maladministration but may be symptomatic of a system with inherent weakness," she warned. The case concerned a teenager with Asperger's Syndrome in the council's care who was moved out of a hostel after starting a fire.
