starting the statementing process

it has been suggested by camhs that G has some 1-1 support.

school haven't provided any yet but have said they will apply for statutory assessment with view to statementing.

 

however they will not do this until they have copies of all reports (S+L, phsyciatrist, and EP)

 

the EP came into school today and has only done part of the assesment.....she didn't have time to complete it.

she will come back to see him end Jan.

 

school have said they won't start process until she has finished her assesment and written her report.................i could be waiting months!

 

i really thought things would start to move after today but obviously not.

i've had a good cry and just feel so drained with it all.......no one seems in a hurry to get things sorted except me!

 

can the school start the process without all the reports or do they really need to wait?

you can start the process yourself by putting in a request to the LEA directly but the school are right to a certain extent, G needs to be seen by the EP, twice I think, before the LEA will begin the process - we had this problem and started the process before Com had even seen the EP once and then had to appeal because the LEA used it to say there wasn't enough evidence.

 

might be worth talking to IPSEA (be persitent the lines are always very busy)

When I first came into contact with the SEN system for T I totally trusted the school thinking that they knew best and they were the professionals etc .. which is some ways they are, but when it comes to the statementing process schools are under huge pressure from LEA's not to go for it because of budgetary requirements. They try to make the system inaccessible and confusing, this puts many off at the first hurdle and also saves them huge amounts of money. It is not a mystical system and once you get your head around it you can get it to work for you.

 

Apply for statutory assessment yourself, don't wait for the school, like you said you could be waiting months, there is loads of support here to help you through the process.

thanks for the advice.

 

i'm going to contact ipsea and see what they advise.

 

i've also told camhs and hope the specialist teacher will put some more pressure on the school.

 

G is on school action plus but have no intentions of giving any support........so along with hubbie i will be arranging a meeting with the head and senco.

i suppose i've avoided doing this for a while (i work in the school and feel it will make things difficult) in the hope that i wouldn't have to.....i stupidly thought things would move quicker!!

Hi Jools I was just re-reading this thread and noticed in your last post that G was on school action+ but not getting any support .... something is very definitely not right here, at school action+ he should be getting quite a bit of support ...

 

The COP details school action+ in the primary phase 5:54 to 5:61, it might be worth referring to this and making sure that the school are complying. Definitely start the process yourself towards stat assessment, because if the school wait till they have all the reports you will still only be at the first stage, this seems like a delaying tactic to me.

 

It must be difficult for you because you work in the school, but you can always play devils advocate here, they cannot give you grief about doing it either and if they do you can contact your union.

does camhs stand for cambridgeshire? if so DEFINITELY apply directly! Apply directly anyway! That way you will actually find out from the LEA why they take the decisions they do, in writing - which is soooo useful!

Your school already has a budget for providing extra support for children with SEN. They are legally obliged to provide that provsion if it is needed.

 

A statement is only required if thr provision goes above the threshold that can reasonable be met from that delgated budget, typically up to 10 hours 1:1 support.

 

I suggest you write to the school reminding them you have a professional opinion that your child needs some 1:1 support and that you agree woth this. You should also ask the the school in writing to confirm in writing whether othey are declining to provide a 1:1 because they do not accept that your son needs one, or because they are refusing to fund one.

 

Once you know the answer to this question, you can then plot your next steps.
